Given the recent major changes in the security situation of Libya, the CPC Central Committee and the State Council are highly concerned about the safety of Chinese citizens in the country. General Secretary Hu Jintao and Premier Wen Jiabao make important directions and instructions requiring relevant departments to take effective measures immediately and spare no efforts to ensure the safety of life and properties of Chinese citizens in Libya. The State Council has decided to set up an emergency command led by Vice Premier Zhang Dejiang with assistance of State Councilor Dai Bingguo to be responsible for organizing the evacuation and ensuring the safety of Chinese citizens in Libya.

On the morning of February 22, Zhang held a plenary meeting of the emergency command to discuss and deploy specific measures according to the important instructions of General Secretary Hu and Premier Wen. He stressed that all relevant departments must immediately launch the emergency response plan, work closely together and try their best to protect the safety of Chinese citizens, protect the safety of their properties and maintain China’s national interest. The meeting decided to dispatch charter flights, COSCO transport ships and Chinese fishing boats operating in the surrounding sea area to nearby Libya. The flights and ships will carry necessary living and medical materials. It also decided to rent large liners and buses to go to nearby Libya. They will stand ready to enter Libya anytime for the safe and orderly evacuation of Chinese citizens, including Hong Kong, Macao and Taiwan compatriots.

It is said that Chinese enterprises in Libya, under the guidance of the Chinese government, are taking effective measures actively to ensure safety.
